SOCCER SUBSTITUTIONS Basic rule about indoor soccer substitution say "Each team may substitute players freely; provided that (a) players must substitute off the field of play or within the Touch Line in the area of their Team Bench and (b) no substitutions are allowed during the first 3 seconds of a Shootout" (U.I.S.A. Rules). Freely, unlimited substitutions is the rule, and usually there are not questions about that. Under NTSSA rules may have an infraction is both players are on the field of play at the same time, as the rule 12.12 say: "Unlimited substitution may be made at any time during play, provided substituted player is within touchline at own bench area as new player enters the field. Neither player may participate in play while both are on the field. Violation: Two-minute team penalty from where the ball was." A special situation is goalkeepers substitution. Under US Indoor Assoc. rules there are not different rule, and there are not special protection or time for GK subs. The same is valid for North Texas Association, but NTSSA have a different situation giving teams 15 extra seconds under "guaranteed substitutions" rule: Restart may be delayed for up to fifteen (15) seconds to allow substitutions at the following times: a. Goal is scored. b. When time penalty awarded. c. Injury stoppage. d. Stoppage signaled by referee. e. To allow exit from penalty box. f. Ball over perimeter. g. Ball into superstructure h. If play restarted with too many players, no penalty assessed. Portland rules especifically stablish a procedure for GK: "A goalkeeper may be substituted during play, following the rules above (Note: basic rules for field players) , provided the new goalkeeper is wearing colors that distinguish him/her from all other players and the referee. However, if a team prefers to have a stoppage in play to allow the substitution, the referee or timekeeper must first be notified and the clock will be stopped at the next opportunity. At no time shall field players and goalkeepers trade shirts while the ball is in play". |
